ARCO Architecture Company won a design competition where an innovative and energy-efficient solution was sought for the first blocks of flats to be constructed in Tallinn’s new residential neighbourhood.

Leiva 3 is located in Mustamäe, where the old industrial area is being transformed into a residential neighbourhood. The aim of the proposal is to build a high-quality and comfortable living environment through creating park-like greenery in the neighbourhood and by strengthening the social density of the residents with centrally located shared spaces. Another key objective is to reduce carbon dioxide emissions caused by construction by half as compared to traditional solutions.

The neighbourhood consists of three separate arched building masses enveloping a central space. The height of the buildings increases towards the north in the direction of a busy road, and decreases on the southern sides, allowing maximum sunlight to fall on the yards.The dynamic composition creates a distinctive form for the area. The solution structures its environment on a human scale, connecting pedestrian passageways and bicycle routes to the surrounding green corridors.

Various structural and facade options were studied in order to find a low-carbon and cost-effective solution. The modularity of the solution supports a high grade of prefabrication, reducing construction time and allowing for a step-by-step execution.
